Sorry Max, I gotta disagree with you. Every time I took the cap off the fuel would flow fine. I actually saw it flow back into the carb, so the carb was dry. I think what's happening is that as the fuel level lowers in the tank, air must take it's place. If no air is getting in from the cap, then a vacuum takes place inside the tank and no more fuel will sucked into the engine on the intake stroke. Make sense.
